POLICY QUESTION:
Does city council support approving an ordinance authorizing the execution of an Agreement with the South Metro Fire and Medical District for dispatch services for Fire and Emergency Medical Services?

BACKGROUND:
This matter came before the Council under a different proposed agreement on June 27, 2017. Subsequently, the Littleton Fire Protection District and the Highlands Ranch Metropolitan District who are parties to an intergovernmental agreement with the City of Littleton for Fire and Emergency Medical Services filed a demand for mediation under that intergovernmental agreement. (Littleton Intergovernmental Agreement) On September 6, 2017 a mediation was held and pursuant to the mediation on September 19, 2017, the City Council under general business authorized the City Attorney to prepare an amendment to the Intergovernmental Agreement with the Littleton Fire Protection District and the Highlands Ranch Metropolitan District and to develop an Intergovernmental Agreement with the South Metro Fire and Medical District.

STAFF ANALYSIS:
The proposed agreement with the South Metro Fire and Medical District for dispatch services for fire and emergency medical calls will establish a cost per call of $58.46 for FY 2018, with costs being adjusted in subsequent years. The City's current cost per call is $83.46. Under the agreement, the city will transfer its dispatch property to South Metro.

At this point in time, South Metro will need to hire six additional employees to address the increase in calls by providing dispatch services to the parties under the Littleton Intergovernmental Agreement. All City of Littleton dispatch employees are ...
