POLICY QUESTION:

Does city council support approving an ordinance authorizing the execution of an Agreement with the South Metro Fire and Medical District for dispatch services for Fire and Emergency Medical Services?

 

BACKGROUND: 

This matter came before the Council under a different proposed agreement on June 27, 2017.  Subsequently, the Littleton Fire Protection District and the Highlands Ranch Metropolitan District who are parties to an intergovernmental agreement with the City of Littleton for Fire and Emergency Medical Services filed a demand for mediation under that intergovernmental agreement. (Littleton Intergovernmental Agreement) On September 6, 2017 a mediation was held and pursuant to the mediation on September 19, 2017, the City Council under general business authorized the City Attorney to prepare an amendment to the Intergovernmental Agreement with the Littleton Fire Protection District and the Highlands Ranch Metropolitan District and to develop an Intergovernmental Agreement with the South Metro Fire and Medical District.

 

STAFF ANALYSIS: 

The proposed agreement with the South Metro Fire and Medical District for dispatch services for fire and emergency medical calls will establish a cost per call of $58.46 for FY 2018, with costs being adjusted in subsequent years.  The City’s current cost per call is $83.46.  Under the agreement, the city will transfer its dispatch property to South Metro. 

 

At this point in time, South Metro will need to hire six additional employees to address the increase in calls by providing dispatch services to the parties under the Littleton Intergovernmental Agreement.  All City of Littleton dispatch employees are eligible to apply for those positions.  Additionally dispatch employees may apply for vacant positions in the dispatch center in the police department.  (As with all employees they will need to meet the background requirements of their respective entities) prior to being offered a position.  The City will endeavor to place the other employees in positions or offer an incentive package to the employee. 

 

The Intergovernmental User Agreement is for a four year term commencing on January 1, 2018 and ending on December 31, 2021.  The City does retain the ability to engage in an early termination of the agreement. 

 

All three parties to the Littleton Intergovernmental Agreement will be separate signatories to the Intergovernmental User Agreement with South Metro Fire District.  South Metro will bill and collect from each party separately.  This structure will assist the City in addressing its revenue limitations in future years under the Taxpayer Bill of Rights, while at the same time providing the City with control over its decision making in the future on dispatch matters, should it not agree with the other parties to the Littleton Intergovernmental Agreements.

 

OPTIONS/ALTERNATIVES:

Option A: That the Mayor and Council approve on first reading an ordinance authorizing execution of an intergovernmental user agreement with the South Metro Fire and Medical District for Dispatch Services.

 

Option B: That the Mayor and Council not approve on first reading an ordinance authorizing execution of an intergovernmental user agreement with the South Metro Fire and Medical District for Dispatch Services.

 

FISCAL IMPACTS: 

It is estimated based on call volumes and projections that the total reduction in expenditures in FY 2018 is $400,000.  A portion of this is revenue reimbursed to the City by Highlands Ranch Metropolitan District and the Littleton Fire Protection District to reimburse the City for the dispatch cost per call in each of those entities.  The proposed intergovernmental agreement provides for increases after 2018 based on the Metro Denver Consumer Price Index as established by the United States Department of Labor.

 

STAFF RECOMMENDATION: 

That the Mayor and Council approve the ordinance authorizing execution of an intergovernmental user agreement with South Metro Fire and Medical District for dispatch services.
