PURPOSE:
To obtain planning commission's approval of Embrey Mineral, a 370-unit multi-family residential development located on the southern 17.42 acres of 700 W Mineral Ave.

DISCUSSION:
The applicant seeks approval of a Detailed Master Development Plan ("MDP") to redevelop the southern portion of the current Lumen office site. Embrey Partners, LLC has requested consideration of a Detailed MDP to develop the site for a maximum of 370 multi-family residential units. The property is located on the southern portion of 700 W. Mineral Ave., generally located west of Southpark Terrance and south of W. Mineral Ave. The proposed use is permitted in the Multi-Family Residential (MFR) zoning district.

BACKGROUND:
The previous use of the subject property was a parking facility for the Lumen office building. The facility is currently vacant, and under contract to be purchased by Republic Investment Group, from the current owner, Qwest Communications, Inc. Subsequently, Embrey Partners, LLC will acquire the southern portion of the property from Republic Investment Group. The developer, Republic Investment Group, intends to demolish the existing building and redevelop the northern portion of the site into commercial uses, with the project site proposed to be developed into 370 multi-family residential units. The northern portion of the site is not the subject of the application before planning commission for the April 22, 2024 meeting agenda.
