PURPOSE:
To consider a Certificate of Appropriateness (COA) application, allowing for a coffee shop and workforce development center site improvements, at the historic building known as the Gill Residence, located at 2506 W. Alamo Ave. The historical preservation board (HPB) shall review the application and approve, approve with conditions, or deny the subject request.

DISCUSSION:
The owner of the subject property, Alamo Club LLC., has applied for a COA to allow for a coffee shop and workforce development center site improvements at the historic building known as the Gill Residence. The application's primary intent is to provide upgrades to accommodate access, in compliance with the Americans with Disabilities Act (ADA), throughout the site with added ramps, an enclosed exterior elevator at the rear of the building (housed within a new porch addition), and landscape improvements.

BACKGROUND:
Decision criteria for a COA are provided in the Unified Land Use Code Section 10-9-8.1. In staff's opinion, the proposal should be approved, except for the owner's proposed replacement of historic doors. The proposed replacement of the historic doors, rather than a repair, does not meet the Downtown Littleton Historic Preservation Design guidelines. Replacing these historic doors would not preserve the building's historic character and it is staff's opinion that attempts should be made to repair the historic doors.
