PURPOSE:

To adopt 2021-2022 Goals and Objectives which will set direction for staff.

SUMMARY:

The typical process for council to approve the annual goals and objectives starts with a workshop or retreat in the beginning of the year.  The process would then require staff to develop a work plan which includes action steps and a schedule, typically presented to council in March or April and formally adopted shortly thereafter. This year, in the absence of a council work shop, goals were reviewed during a sequence of study sessions culminating in this resolution to formally adopt the 2021-2022 Council Goals.

 

PRIOR ACTIONS OR DISCUSSIONS:

The proposed 2021-2022 Council Goals include many carryovers form the 2019-2020 Council Work Plan originally discussed at the 2020 Council Workshop (ending February 1, 2020), adopted on April 21, 2020, and discussed at intervals throughout the year. Council met on February 2, February 9, March 2, April 13, May 11, May 25, June 8, and September 14, 2021 to discuss 2021-2022 goals.

 

ANALYSIS:

Staff Analysis

Council’s work plan is comprised of goals, objectives, and action steps. Goals set the high-level direction and objectives clarify that direction and provide strategic guidance on how each goal should be met. Action steps are staff’s work plan for how to meet each objective. Council adoption of the eight proposed 2021-2022 goals and their objectives will provide clarity for staff in priorities.

Fiscal Impacts

Staff will re-evaluate the work plan as additional financial information becomes available and provide an update to fiscal impacts in the first quarter of 2022.

Alternatives

1.                     Approve the proposed goals and objectives, providing clear direction for 2021-2022

2.                     Further delay formal approval and re-evaluate potential goals and objectives again, which leads to additional uncertainty for staff and duplicates work.

 

STAFF RECOMMENDATION:

Staff recommends approval of the 2021-2022 council goals and objectives.
