Prepared By:

PRESENTATIONS:

Staff Presenter(s):                                          Jennifer Henninger, Community Development Director

Additional Presenter(s):                     Housing Task Force members

SUMMARY:

The Comprehensive Plan adopted in 2019 laid out several goals, policies and action steps related to housing.  The creation of the housing task force was one of these goals.  The Housing Task Force (HTF) has done research and is working on several different projects related to the city’s housing goals both affordable and market rate.

The City has asked the task force to provide comments on the ULUC and in particular the following sections of the ULUCs:

                     Accessory Dwelling Units

The Corridors and Mixed-Use Character Area

                     Parking requirements associated with housing

                     Adaptive Reuse

“Missing Middle” housing types such as row homes, townhomes, duplexes, triplexes, and others

PRIOR ACTIONS OR DISCUSSIONS:

The HTF met with the Planning Commission on two prior occasions.  This is the first joint study session between the Historical Preservation Board (HPB) and the HTF.  Several of the Envision Studios have focused on housing options.

ANALYSIS:

Staff Analysis

Several provisions of the ULUC intersect with the mission of both the housing task force, to promote attainable and affordable housing options within the City of Littleton and HPB, to preserve and protect Littleton’s historic character. These provisions include, but are not limited to, the bullet points listed above, particularly within established historic districts.

Council Goal, Objective, and/or Guiding Principle

Adoption of the ULUC is the number one objective of city council in 2020 and 2021 within the goal of creating a quality community.
