PURPOSE:

Request to approve an ordinance designating the Littleton Post Office, located at 5753 S. Prince Street, as an historic landmark.

SUMMARY:

The Littleton Post Office building was constructed in 1939 with funds from the Works Progress Administration. Located at the northwest corner of South Prince Street and West Alamo Avenue, the building is representative of the Colonial Revival style of architecture. Modifications to the building include an addition to the rear of the building and construction of the ADA ramp at the front entrance.

 

The application for designation of the Littleton Post Office as a City of Littleton historic landmark has been signed by the Postmaster of the Littleton Post Office.

 

PRIOR ACTIONS OR DISCUSSIONS:

April 26 2019:                                          Littleton Post Office listed on the National Register of Historic Places

 

April 20 2020:                     The Historical Preservation Board recommended approval of

City of Littleton designation of the Post Office to City Council.

 

June 2, 2020:                                          Passed on first reading.

 

ANALYSIS:

Staff Analysis

Staff finds that the application to designate the Littleton Post Office as an historic landmark meets the applicable criteria in the city code.

 

Council Goal, Objective, and/or Guiding Principle

The designation of the Littleton Post Office is consistent with the following guiding principle as stated on page 11 of the Envision Littleton Comprehensive Plan:

 

As we focus on managing change amid this reality, we envision a Littleton in 2040 that has:

                     Maintained the integrity of its established neighborhoods and historic areas

 

Fiscal Impacts

The designation of the Post Office would not have any fiscal impact to the city budget.

 

Alternatives

If council approves the proposed ordinance, there will be no restrictions on modifications or demolition of the Littleton Post Office, because it is currently owned by the federal government, which is not required to comply with local land use laws. Should the property be under private ownership in the future, any exterior building modification will require city approval. If council denies the proposed ordinance, the Littleton Post Office could be potentially modified or demolished at any time.

 

STAFF RECOMMENDATION:

Staff recommends approval of proposed Ordinance 23-2020.

Proposed Motion

I move to approve Ordinance No. 23-2020 on second reading designating the Littleton Post Office as an historic landmark under section 4-6-8 of the city code.
