PURPOSE:
To determine if Council supports approval of an ordinance amending the City’s Special Events permit process.

SUMMARY:
In 2018 the City established a Special Event permit process as well as an online permitting process. Over the past two years staff has received feedback from special event applicants regarding the process as well as the fees. In an effort to address that feedback, e.g. the process was cumbersome and the fees were too high, staff met to determine internal process changes. In addition, staff met with South Metro Fire Rescue (“SMFR”) to see if they might be willing to streamline their own process. The changes to this ordinance help streamline the internal process involved with approving special events. In addition, SMFR has refined their process by hiring a Special Event Coordinator as well as a major reduction in fees charged.

City Council was briefed on this issue on March 10, 2020 through an email from the City Attorney to City Council.

Alternatives
Approve the ordinance and improve the special events permitting process or do not approve and leave the process unchanged.
