SUMMARY:

Envision Littleton 2040 was a truly game-changing initiative for the City of Littleton. Over two years, the city worked closely with the community and elected leaders to craft a vision and comprehensive plan that manages change and growth amid the reality of a community that is largely developed. Following the 2017 municipal elections, the staff and council began planning for the next 20 years after a three-decade hiatus from long-range planning. Envision Littleton 2040 included the adoption of the city’s unifying vision, comprehensive plan, and creation of a first-ever Transportation Master Plan (TMP).

 

PRIOR ACTIONS OR DISCUSSIONS:

The Comprehensive and Transportation Master plans resulted from an 18-month planning and community engagement process. The 18 months included over 8,300 in-person conversations, over 70,000 electronic communications, over 45,000 total social media impressions (how many times Envision Littleton content was displayed to users), and 261 events. Community input was the foundation for the final plans.

 

Envision Littleton was first discussed in March 2018 at the city council workshop. Envision was imagined to be a multi-year and multi-milestone commitment from elected leaders and the city's professional staff.

 

The city council and leadership team understood that a few steps needed to be accomplished to fully leverage an update of the city's land use codes and zoning. Step one was to get the community on the same page. In April 2018, the city began the process of engaging the community, building trust and relationships, and identifying shared values. This process concluded in December 2018 with the adoption of the Envision Littleton 2040 report and a unifying vision that included five guiding principles. Step two was to build on the relationships and trust to tackle the first major update of the Comprehensive Plan since 1989 and create a first-ever Transportation Master Plan in 2019. Last year’s Envision Littleton efforts were broken into five phases and the team included two consultants, but all the major milestones and community engagement were combined to minimize leadership and community fatigue. Kicking off in January 2018, the Envision team created existing city data books both for the city in general and for transportation. These became the foundation of defining the city as it exists today and launching the third and longest phase of Envision Littleton, modeling the future city of 2040. The focus of the Comprehensive Plan was to create a policy that remains a living, breathing framework and serves as a guiding document for the crucial next steps. The city is now launching the much needed updates to its regulatory framework by starting conversations with the community to update land use codes/zoning and transition to a Unified Land Use Code in 2020-2021.
