PURPOSE:
Discussion on the Main Street Historic District Grant Program for 2020

BACKGROUND:
Each year the HPB reviews the previous year's Main Street Historic District Grant Program to determine if any adjustments are desirable for the upcoming year's program. Suggested changes for HPB to consider are below. HPB's feedback will be incorporated into a draft 2020 program brochure and brought back to HPB for approval by resolution at the next regular meeting.

GRANT PROGRAM ELIGIBLE COSTS (Note: the 2019 Main Street Historic District Grant Program is included in this communication as Attachment 1):

1. Clarify eligible fa?ade work
2019: Fa?ade work (including screening of rooftop mechanical equipment)

Suggested
for 2020: Fa?ade work, meaning any new work to a fa?ade and including screening of mechanical equipment

2. Clarify that roof work is an eligible cost
2019: Roofing not clearly called out

Suggested
For 2020: Specifically include repair and replacement of roofs as an eligible cost

3. Clarify eligible costs for maintenance
2019: Maintenance is not defined, except that "maintenance of equipment and devices unrelated to mechanical systems of the structure" is NOT an eligible cost

Suggested
For 2020: Limit maintenance to the following: maintenance, including restorative painting, repair/replacement of deteriorating materials and mechanical systems of the structure

GRANT PROGRAM AWARD AMOUNTS:
From 2005 to 2019, HPB awarded up to 80 percent of the cost of a project, per the program. With the district now in 15 years old and thriving, HPB may want to consider increasing the property owner's cash match. The following percentages are presented for discussion:
