PURPOSE:

Does council support approving and IGA with the Arapahoe County Commissioners, for sharing cost of a census coordinator?

SUMMARY:

Besides the 2020 Census Engagement Program that the City of Littleton has implemented for the 2020 Census, staff feels it is imperative to have a connection to Arapahoe County and other cities in the area to coordinate outreach efforts and communicate engagement opportunities.

 

PRIOR ACTIONS OR DISCUSSIONS:

None

 

ANALYSIS:

Staff Analysis

The participation in this program for the 2020 Census will be an added benefit for staff as responsibilities for the success of the 2020 Census will be distributed in a manageable fashion.

 

Fiscal Impacts

Staff believes $5,000 is a reasonable investment for the returns in the proposal from Arapahoe County.  The city share will come from the 2019 professional and consulting services budget for community development.

 

The city also applied for and received a grant of $12,685 from the Department of Local Affairs for Census support but these funds cannot be used for staffing.

 

Alternatives

Support funding the Arapahoe County Census Coordinator position to help ensure an accurate count in especially hard to reach neighborhoods.

 

Do not support the Arapahoe County Census Coordinator position and rely on city staff to reach hard to count neighborhoods.

 

STAFF RECOMMENDATION:

Staff recommends approval of the Intergovernmental Agreement.

I move to approve the resolution approving an intergovernmental agreement between the City of Littleton and Board of County Commissioners, County of Arapahoe, for sharing cost of a census coordinator in Arapahoe County.
