SUMMARY:

The city entered into an Intergovernmental Agreement (IGA) 14-01.24 in May 2014 with MHFD (formerly known as Urban Drainage and Flood Control District) to fund design and construction of improvements at Reynolds Landing on the South Platte River.  The city received a planning grant from Arapahoe County Open Space in 2019 to contribute to design of Phase 2 improvements at Reynolds Landing.  The grant was received by the city.  The design contract is administered by MHFD through its South Platte River capital improvement program.  This amendment to IGA 14-01.24 allows for the county grant funds and the city’s share to be remitted the MHFD project account to be utilized for design consultant expenses.  MHFD will invoice the city for this amount upon IGA approval.

PRIOR ACTIONS OR DISCUSSIONS:

Resolution 19-2019, approving application for an Arapahoe County Open Space grant for design of Phase 2 of Reynolds Landing was approved by council on 3/5/2019.  The IGA with Arapahoe County outlining the award of grant funds and the city cost share was approved by council with Resolution 43-2019 on 8/20/2019.

ANALYSIS:

Staff Analysis

The city, with partners at the county and South Suburban Parks and Recreation (SSPR), has invested in Reynolds Landing with prior design and construction of Phase 1 improvements.  This park is highly valued along the river corridor and identified in master planning documents.  The next phase of the project includes safety and habitat improvements within the river itself, and additional master planning of the park as a whole.  MHFD has administered the design and construction contracts for all projects along the river in the city, as part of the South Platte capital improvement program.  Grant funds are essential in funding the design and construction of Phase 2 improvements.  This grant is the first of several expected grants to help fund this important project.  Staff is working with MHFD, the county, the South Platte Working Group, and SSPR to collaboratively raise funds.

Fiscal Impacts

This amendment to IGA 14-01.24C includes $100,000 from the City of Littleton.  Of this amount, $10,000 is from the Open Space fund and $90,000 is from the Arapahoe County Open Space grant.  All funds have been appropriated in the 2019 budget.

Alternatives

If not approved, the city must find another way to contribute to the project.  This would complicate the contracting and invoicing between MHFD and the design consultant which is already in place, and lead to inefficiencies.

STAFF RECOMMENDATION:

Staff recommends council approve the amendment to the agreement regarding design and construction of drainage and flood control improvements for the South Platte River at Reynolds Landing, IGA 14-01.24C.
