PURPOSE:

Does city council support a resolution requesting the General Assembly of the State of Colorado explore amending title 1, and title 31 of the Colorado Revised Statutes so that municipal elections may be conducted using approval voting for nonpartisan elections?

SUMMARY:

The Littleton Election Commission voted 4-1 to recommend that city council ask the General Assembly to adopt rules that could allow  municipalities the option to adopt approval voting in non-partisan elections.

 

PRIOR ACTIONS OR DISCUSSIONS:

Briefly discussed in City Manager Comments at the August 27, 2019 study session.

 

ANALYSIS:

Staff Analysis

The Littleton Election Commission expressed interest in exploring the method of approval voting which is not currently adopted by the State of Colorado.  In order for the City of Littleton to adopt approval voting, assuming there was legitimate interest and a charter amendment, state laws would need to be amended.

Alternatives

Approve, pull the item and recommend a study session, or deny.

 

STAFF RECOMMENDATION:

Staff makes no recommendation concerning this matter.  Assuming that the General Assembly had interest or time to address this issue, it does not obligate the city to adopt this method of voting.  It would require a charter amendment by vote of Littleton residents to change the city’s current voting method.
