PURPOSE:

The joint leadership study session will focus on the fiscal impact and implementation of Envision Littleton’s 20 year vision for the city’s future land-use and transportation infrastructure as part of Phase 4 of the Envision Littleton process. The initial fiscal impact analysis has been prepared by TischlerBise (sub-consultant to Kendig Keast Collaborative). In addition, the implementation chapter of the Transportation Master Plan (TMP) will be presented including potential funding sources as well as potential projects of both local and regional significance.

SUMMARY:

As a sub-consultant to KKC, TischlerBise incorporated a fiscal sustainability component into the comprehensive planning process by: (1) evaluating the fiscal impact to the city of multiple development/redevelopment scenarios; and (2) recommending strategies for the implementation phase based on the analysis results.

 

The implementation chapter of the TMP suggests a list of potential projects, funding scenarios, and prioritization that combine the needs analysis based on the level of service discussed on August 19 and the safety and access needs for each mode.

 

The Comprehensive Plan and TMP resulted from an 18-month planning and community engagement process. The last 18-months included almost 8,000 in-person conversations and over 64,000 electronic communications. This community input has been the foundation for the draft plans. Public comment opened August 14 and remains open until 5 p.m. September 16.

 

PRIOR ACTIONS OR DISCUSSIONS:

This is the sixth joint leadership session to discuss the update of the Comprehensive Plan and the first-ever TMP. Envision Littleton enters Phase 4, Strategies and Implementation Plans, with the presentation of the fiscal impact analysis and the TMP implementation and funding strategies.

 

Both the August 13 and August 19 joint leadership study sessions included discussions on the goals and policies for the Comprehensive Plan and TMP. Based on the direction of joint leadership at those August meetings, this presentation outlines strategies and recommendations for implementation.

 

ANALYSIS:

Staff Analysis

Envision Littleton is on schedule with delivery of the fiscal impact analysis and TMP implementation and funding strategies. The final speaker series will be Thursday, September 12 and will promote the public comment period which ends September 16.

 

There is one remaining meeting for joint leadership to discuss the Comprehensive Plan and TMP. October 8 will be a review of the comments received and how they have been incorporated into the plans. The draft plans will then be finalized for recommendation of the planning commission on October 14, and consideration of adoption by city council on October 15.
