PURPOSE:

Does city council support approval of an Intergovernmental Agreement (IGA) with Arapahoe County Open Spaces to receive planning grant funds to develop a conceptual design for Reynolds Landing Phase II Park Improvements and to update the park master plan?

SUMMARY:

Reynolds Landing is located along the South Platte River and is a valued asset to Littleton and surrounding communities.  There are opportunities to better engage the site with the Mary Carter Greenway and nearby South Platte Park, as well as improve the natural environment and experience of park users. This master plan update will illustrate a long-term vision for the river, surrounding open spaces, adjacent development, and potential funding opportunities.  The plan will consider future demands such as river use, trail access, brewery use and operations, and educational programming at the former Superchi property.

 

PRIOR ACTIONS OR DISCUSSIONS:

A master plan was developed in 2015.  Phase I design and construction was completed in 2017 including trails, an expanded parking lot, restrooms, a playground, and other amenities.  This planning grant will update the previous master plan by further evaluating the needs of the whole park including the adjacent Superchi property, a former life estate which is now available for incorporation into the park.

 

ANALYSIS:

Staff Analysis

The IGA is required to accept grant funds from the Arapahoe County Open Spaces Grant Program within 60 days of the award.

 

Arapahoe County Open Spaces provides the opportunity for parks and trails located within the city limits to be updated and improved.  This planning grant will assist staff in developing a conceptual design for Phase II park improvements which includes in-river work and additional upland features.

 

Council Goal, Objective, and/or Guiding Principle

Updating the Reynolds Landing master plan will assist staff in planning the next phase of improvements which supports the guiding principle of active.  The Goal 1: Envision Littleton objective is met by improving and enhancing the South Platte River Corridor Vision.

 

Fiscal Impacts

The 2019 Budget includes matching funding up to $10,000 from the Open Spaces Fund.  The total project is expected to cost $100,000.

 

Alternatives

If the IGA is not approved, the Reynolds Landing master plan will not be updated.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution.
