PURPOSE:

Does city council support approval of an Intergovernmental Agreement (IGA) with Arapahoe County Open Spaces to receive grant funds to make improvements to Harlow Park?

SUMMARY:

At the request of South Suburban Parks and Recreation (SSPR), city council approved a grant application on April 5, 2019 to Arapahoe County Open Spaces to fund improvements to Harlow Park.  Staff was notified on July 23, 2019, that funding for the grant was awarded in the amount of $500,000.

 

PRIOR ACTIONS OR DISCUSSIONS:

City council approved IGAs for park improvements in 2017 for Bowles Grove Park, in 2016 for South Platte River site improvements, in 2016 for Phase I River Integration at Hudson Gardens, and other park and trail sites managed by SSPR. 

 

ANALYSIS:

Staff Analysis

The IGA is required to accept grant funds from the Arapahoe County Open Spaces Grant Program within 60 days of the award.

 

Arapahoe County Open Spaces provides the opportunity for parks and trails located in Littleton to be updated and improved through the city’s partnership with SSPR which benefits residents and visitors using park and trail amenities.  This project will also improve the Belleview Corridor with new concrete walks constructed to meet The American’s with Disabilities Act (ADA) standards and provide access to the ballfields.

 

Council Goal, Objective, and/or Guiding Principle

Updating and improving Harlow Park will allow residents and visitors to be active in their neighborhood which supports the guiding principle of active.  Goal 1: Envision Littleton objective is met by improving and enhancing the Belleview Corridor Vision.

 

Fiscal Impacts

The project application was for $880,000 which was estimated to fund the construction of the  improvements.  Littleton has committed a $190,000 cash match and SSPR will contribute $190,000 for a total cash match of $380,000 (43% of the project total).  In addition, Littleton and SSPR will each hold an additional $60,000 for construction contingency.  Project management will be provided by SSPR.

 

The 2019 Budget includes $250,000 required for this grant from the Open Space Fund.  City staff will act as the administrative agent for the grant.  The total cash match committed is $250,000 from each agency as the project is expected to cost up to $1,000,000.             

 

Alternatives

If the IGA is not approved, the improvements to Harlow Park will not be funded. Smaller scale improvements would be made by SSPR.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution.
