PURPOSE:

The draft Comprehensive Plan and Transportation Master Plan (TMP) are ready for discussion, review, and comment. The Envision team (staff and consultants) will review the drafts with joint leadership (city council and planning commission) and facilitate a discussion about the goals, policies, and action frameworks for both plans.

SUMMARY:

The Envision Littleton Comprehensive Plan and TMP will guide future community efforts over the next 20 years through 2040. They serve as a framework for thoughtful community discussion on the real and perceived challenges facing Littleton, and opportunities that will shape its future. Through long-range planning efforts, the community can accommodate its projected growth and revitalization in a manner that preserves its history, culture, and overall quality of life for current and future residents.

 

The Comprehensive Plan’s findings and recommendations focus on the physical and economic aspects of the community’s projected growth and development in the coming years. It provides goals, policies, and actions that will help city officials, appointees, and staff in determining the location, financing, and sequencing of public improvements; administering development regulations; and guiding reinvestment efforts. The TMP will help address the challenges of facilitating mobility and access in a strategic manner, within the  fiscal constraints of the city’s budget and limited state and federal funding opportunities, and in a way that is responsive to anticipated demographic and technological changes. Together, the plans also provide a basis for coordinating the actions of many different functions and interests within and outside of municipal government.

 

Both the Comprehensive Plan and TMP resulted from an 18-month planning and community engagement process. The process began with the Envision Littleton Vision Report, adopted unanimously by city council on December 18, 2018. The Vision Report established a unifying vision and identified Littleton’s core values, guiding principles, shared priorities and concerns. During the entire project, the Envision team has listened to the community, taken notes, and now presents the findings for the review and consideration of joint leadership, key stakeholders, and the community during the public comment period.

 

PRIOR ACTIONS OR DISCUSSIONS:

This is the fifth joint leadership session to discuss the update of the Comprehensive Plan and the creation of a first-ever TMP.  Envision Littleton is concluding Phase 3, The Future City, with the release of the draft plans.

 

The Comprehensive Plan was discussed at the August 13, 2019 study session. The Transportation Master Plan was continued to August 19, 2019.

 

ANALYSIS:

Staff Analysis

Envision Littleton is on schedule with delivery of the draft plans. Public comment opens August 14 and will close at 5 p.m. Monday, September 16. A telephone town hall is scheduled for Wednesday, August 28 and the final speaker series will be Thursday, September 12. Both events will promote the public comment period and encourage review and comment before September 16.

 

There will be two additional meetings for joint leadership to discuss the drafts. September 10 will be an opportunity to review the fiscal impact analysis performed by TischlerBise and the TMP implementation plan. October 8 will be a review of the comments received and how they have been incorporated into the plans. The draft plans will then be finalized for recommendation by the Planning Commission on October 14, and consideration by the city council for adoption on October 15.
