PURPOSE:

Does city council support an amendment to the 2014 agreement with the Regional Transportation District (RTD) for funding for the Shopping Cart?

SUMMARY:

Since 1992, RTD has provided funding for the Shopping Cart transportation program.  This is a fixed route service for Littleton residents age 55 and older and operates six days a week. 

 

The most recent agreement between the city and RTD expired December 31, 2018.  The funding agreement dated March 18, 2014 provides that an amendment may be used to account for changes in funding, see revised Exhibit B.

 

In 2013, the Littleton Transportation Network (LTN) was created.  The LTN board members are:  Susan Thornton (vice chair), and Linda Hailey, Hugh Hillary, and Corey Reitz (South Metro Housing Options). The staff liaisons are City Clerk, Wendy Heffner (chair), and Transportation Coordinator Wendy Shea-Tamag.

 

PRIOR ACTIONS OR DISCUSSIONS:

This is an annual grant that is discussed each year as soon as the grant information is received by the City Clerk from RTD. 

 

ANALYSIS:

Staff Analysis

LTN pursues additional revenue through fundraising and advertising.  LTN has developed a marketing plan for the Shopping Cart which was approved by RTD.  It includes updating the website, filming a PSA for channel 8, and seeking advertisements on the buses.

 

Council Goal, Objective, and/or Guiding Principle

The Shopping Cart keeps seniors mobile and assists them in having a connection to the community. 


Guiding Principle

Littleton will be an increasingly CONNECTED and accessible place. From a physical and mobility standpoint, it will continue to have regional ties via highways and arterials, transit services, long-distance trails, and the Mary Carter Greenway. Evolving technology and network speeds will link it even more to the nation and world. It will be an inclusive and neighborly community that provides opportunities for youth, seniors, and residents in need to thrive, including through more mobility options. Littleton will also remain a fun and eventful locale throughout the year, bringing residents together for leisure and volunteer activities, and drawing visitors from near and far.

 

Fiscal Impacts

The 2019 Shopping Cart budget is $36,410.  RTD will provide $32,108 of the budget.  

A two percent increase in funding was approved by RTD for 2019, increasing the yearly payment from $31,478 to $32,108.

 

RTD pays 88% of the Shopping Cart Program. 

 

Alternatives

Approve this resolution and continue to receive RTD funding for the Shopping Cart program.

 

Do not approve this resolution and create a funding gap for the Shopping Cart program.
