POLICY QUESTION:
Does city council support allowing memorial benches to be placed along the walking trail at the South Platte Reservoir?
BACKGROUND:
In 1999, the South Platte Reservoir property was annexed into the City of Littleton. At that time, the Annexation Agreement provided for, “the reasonable integration of the Reservoir site into the South Platte Park so that certain recreational uses can be made on portions of the Reservoir site and natural resource benefits can be provided without interfering with the Reservoir’s primary use as a municipal water supply reservoir.”
The city approved an Intergovernmental Agreement (IGA) on June 6, 2006 between South Suburban Parks and Recreation District (SSPRD) and Centennial Water and Sanitation District for the management, operations, and maintenance of the South Platte Reservoir site. This IGA stipulated various initial improvements that could be constructed at the reservoir site and assigns which agency is responsible for the costs associated with these items and defines the process assuring continued cooperation between the three jurisdictions.
PRIOR ACTIONS OR DISCUSSIONS:
On September 1, 2011, the city and SSPRD approved an agreement that was executed on October 10, 2011. The letter is referred to as the first amendment to the IGA and stated that no water-based recreation activities would be allowed at the South Platte Reservoir site.
STAFF ANALYSIS:
SSPRD is requesting that memorial benches be installed along the walking trail at the South Platte Reservoir site for the pleasure and comfort of reservoir visitors and staff supports this request.
OPTIONS/ALTERNATIVES:
If benches are not installed along the walking trail, walkers and visitors would not have a comfortable place to stop and rest.

STAFF RECOMMENDATION:
Staff recommends approving the placement of memorial benches at five locations along the walking trail on the south side of the South Platte Reservoir.
