REQUESTED BOARD ACTION:
Allocate funds from the Main Street Grant Program for 2019 first-round applications consistent with the criteria per section 4-6-12(E) of the city code and the 2018 Main Street Historic Preservation Grant Program.

Three applications were received for the first grant round:

* The Creamery, 2675 W. Alamo (HGRT19-0001)-request for $25,530
* JD Hill General Store, 5728-32 S. Rapp Street (HGRT19-0002)-request for $8,277.14
* Thomas Block, 2400 W. Main Street (HGRT19-0003)-request for $36,155

PRIOR ACTIONS OR DISCUSSIONS:
The Historical Preservation Board (HPB) has awarded funds from the Main Street Historic District Grant program per section 4-6-12(E) of the city code since 2006. The program received funding for $50,000 for 2019. An additional $2,410 is available this year from 2018 unused funds. This brings the total amount available in 2019 to $52,410.

Process
For the 2019 program, HPB established two grant rounds as set forth below. The applications included in tonight's meeting (May 20, 2019) have applied for the first round.

Review of first round applications
May 20, 2019

Review of second round applications
October 21, 2019
(approval, denial, or table to a date certain by planning commission at October 21, 2019 HPB meeting)

CRITERIA & STAFF ANALYSIS:
The Main Street Historic District Grant Program is established per Section 4-6-12(E) of the city code. The HPB has established additional discretionary criteria, as permitted in Section 4-6-12(E) and as set forth in the 2019 Main Street Historic District Grant Program brochure. The staff analysis addresses all applicable criteria for each application.
