POLICY QUESTION:
Does city council support confirming the appointment of Deputy Presiding Judge Loretta Huffine, Judge Benjamin Currier, Judge Steven Katzman, Judge Christopher Cross, and Judge Vincent Atencio as municipal court associate judges for a two-year term and providing a compensation adjustment of a three percent increase?

BACKGROUND:
Judge Feldman was reappointed by the city council as the presiding municipal court judge on January 15, 2019. As the presiding municipal judge, he recommends the confirmation of Deputy Presiding Judge Loretta Huffine, Judge Benjamin Currier, Judge Steven Katzman, Judge Christopher Cross, and Judge Vincent Atencio as associate municipal judges. The associate municipal judges' work on a part-time basis as needed to assist in the court's caseload. Based on the current caseload of the court and the availability of other associate judges, the presiding municipal judge recommends the appointments.

PRIOR ACTIONS OR DISCUSSION:
Per the City Charter, Section 58, the judge shall be appointed by the council for a term of two years from the date of appointment.

OPTIONS/ALTERNATIVES
The city charter requires that municipal judges be reviewed and appointed every two years.

FISCAL IMPACTS:
Currently, associate judges are paid on an hourly basis of $90.00 per hour. Presiding Judge Fellman is requesting a three percent increase, which will pay the associate judges $92.70 per hour.
