POLICY QUESTION:
Does city council support a grant application to Arapahoe County Open Spaces (ACOS) for improvements at Harlow Park?

BACKGROUND:
Council approved $250,000 in the 2019 Open Space budget, to be matched equally by South Suburban Parks and Recreation (SSPR), to address improvements at Harlow Park located at 5151 South Lowell Boulevard. The purpose of the project is to renovate Harlow Park, including replacing two ballfield backstops with skinned infields, covered dugouts, new infield mix and turf. The plan also includes improving the tennis courts by replacing the asphalt courts with new post-tension concrete surfacing, new fencing, a new stairway, and repairing the retaining wall located east of the courts; as well as replacing the port-o-let enclosure, and improving accessible routes to the park amenities while meeting ADA requirements.

PRIOR ACTIONS OR DISCUSSIONS:
Historically, the city and SSPR have entered into a partnership to make improvements to many parks and trails located in the city limits. The budget for the project was appropriated by council in 2018 for the 2019 budget.

STAFF ANALYSIS:
The grant request will be approximately $500,000. The resolution language is required by ACOS. SSPR will write the application and apply through the city; this has been a common arrangement in funding park and open space improvements. If awarded, the project will likely start in 2019, depending on weather and other variables.

Applications are due for ACOS review on March 25 and must include a resolution of support and endorsement from the governmental body of the applying local government to be considered for funding.
