BACKGROUND AND UPDATE
Each year, the HPB reviews the previous year's Main Street Historic District Grant Program to determine if any adjustments are desirable for the upcoming year.

At its January 23, 2019 meeting, HPB reviewed and discussed the grant program for 2019. HPB directed staff to make the changes set forth below. These changes have been incorporated into the draft 2019 Main Street Historic District Grant Program Brochure. A copy is attached.

HPB also discussed the fact that some grant projects have progressed slowly and that establishing shorter deadlines may help property owners complete their projects expeditiously. To further their discussion on this topic, HPB asked staff to provide the following information: deadlines/timeframes of Main Street grant projects over the past few years, and a survey of project deadlines/timeframes for established fa?ade programs around the state. Please see attachments for the compiled results on each topic.

DRAFT PROGRAM CHANGES FOR 2019
Each item listed below reflects HPB's direction on the 2019 grant program, as discussed at its January 23, 2019 meeting. Updates by staff are also identified.

1. Identify additions and enlargements as an ineligible cost, unless required for building code safety requirements.

2. Require that structures must be a minimum of 40 years of age to be eligible for the grant program.

3. Replace "Criteria" with "Considerations" to clarify that not all items listed in this section must be met with an application.

4. Eliminate eligibility criteria from the section on HPB's considerations for project awards, as eligibility is addressed elsewhere in the program brochure.

5. Establish May 20, 2019 and October 21, 2019 as HPB grant application review dates.
