Review of the Main Street Historic District Grant Program for 2019

BACKGROUND
Each year, the HPB reviews the previous year’s Main Street Historic District Grant Program to determine if any adjustments are desirable for the upcoming year. This year, staff and Chair Grove have set forth suggested changes for HPB to consider, below. Please provide feedback to staff for preparation of the 2019 program.
ELIGIBILITY AND CRITERIA
Please refer to the 2018 grant program brochure regarding page number references.
1. Page 2: Additions and enlargements are identified as an ineligible cost. However, a grant was approved in 2017 for a rear addition. Provide clarification on which way the board would like to go.
2. Page 2: Currently, projects for the design and construction of new buildings are eligible for the grant program. Is the board interested in allowing funds for these projects in the future?
3. Page 3: Replace “Criteria” with “Considerations” to clarify that not all items listed in this section must be met with an application.
4. Page 3: Eliminate Criterion #1: Property is in the district or is a commercially-used individual landmark in Downtown Littleton. Move it to the section on “Eligibility.”
GRANT ROUNDS AND PROJECT COMPLETION
5. Suggestion to establish 2 grant rounds in 2019, with HPB review dates scheduled for the May and November regular HPB meetings.
6. Project completion dates currently allow for 18 months plus a one-time extension of up to 6 months. Suggestion to change to 9 months plus a one-time extension of up to 3 months.
