REQUESTED COUNCIL ACTION:
Does city council support adopting the 2018 Group Transit Asset Management Plan (TAM) with the Colorado Department of Transportation?

BACKGROUND:
In July 2016, the Federal Transit Administration (FTA) published the National Transit Asset Management (TAM) Final Rule (49 U.S.C. 625) defining the term "State of Good Repair" (SGR) and established requirements for TAM for FTA funding recipients. The City of Littleton is a recipient of one Omnibus through a federally funded process.

The FTA TAM Rule requires that all agencies that receive federal financial assistance under 49 U.S.C. Chapter 53 and own, operate, or manage capital assets used in the provision of public transportation, create an asset management plan by October 1, 2018.

Larger Tier 1 agencies are required to develop agency TAM Plans, while smaller, Tier 2 agencies are required to either develop their own agency TAM Plan or participate in a sponsored Group TAM Plan. The City of Littleton is a Tier 2 agency.

PRIOR ACTIONS OR DISCUSSIONS:
None.

STAFF ANALYSIS:
Throughout 2017 and 2018, the Colorado Department of Transportation (CDOT) and the City of Littleton collaborated along with other participating agencies to compile and analyze a comprehensive transit asset inventory to:
* Estimate federal, state, and local revenues available for investments in the Group TAM inventory,
* Set SGR targets for the 2019 plan year, and
* Develop a ranked list of priority projects designed to address the backlog of needed transit asset replacements and investments.

Participation in this program is for the grant the city received for the Omnibus from 2016. There is no other plan in place for the City of Littleton; therefore, staff recommends participating with CDOT to reduce the planning and reporting burden on the city.
