REQUESTED BOARD ACTION:

Allocate funds from the Main Street Grant Program for 2018 second-round applications consistent with the criteria per section 4-6-12(E) of the city code and the 2018 Main Street Historic Preservation Grant Program.

 

One application was received for the second grant round: 

 

                     The Van Schaak Building, 2409 W. Main Street - a façade improvement grant for a second building entrance and HVAC rooftop screening

 

PRIOR ACTIONS OR DISCUSSIONS:

The Historical Preservation Board (HPB) has awarded funds from the Main Street Historic District Grant program per section 4-6-12(E) of the city code since 2006. The program received funding of $50,000 for 2018. $41,790 was awarded in the first round, leaving a remainder of $8,210 for the second round.

 

Process

In 2018, the Historical Preservation Board established two grant rounds:

 

Review of first round applications

June 18, 2018

(review by HPB)

 

Ø                     Review of second round applications

December 17, 2018 (rescheduled from November 19, 2018)

(review by HPB)

 

The application submitted for the second round is for façade improvements for the Van Schaak Building, 2409 W. Main Street. The modifications were approved by HPB on May 21, 2018 under COA18-0003. A building permit was issued for the work and construction is currently underway.

 

CRITERIA & STAFF ANALYSIS:

The Main Street Historic District Grant Program is established per Section 4-6-12(E) of the city code. The HPB has established additional discretionary criteria, as permitted in Section 4-6-12(E) and is set forth the in the 2018 Main Street Historic District Grant Program brochure. The staff analysis addresses all applicable criteria for each application.

OPTIONS/ALTERNATIVES:

The historical preservation board may take the following actions on the application: approve, approve with conditions, continue to a date certain and deny. A sample motion is provided for each option along with suggested findings.

                     

STAFF RECOMMENDATION:

Based on staff’s analysis, it appears the proposed Main Street grant application is in compliance with the approval criteria in Littleton City Code section 4-6-12(E), as detailed in the staff report. Therefore, staff recommends approval of HPB Resolution 06-2018.
