REQUESTED COUNCIL ACTION:
Does city council support the reappointment of Jason Henderson to LIFT?

BACKGROUND:
City council appoints the board for LIFT and sets the selection process for all boards and commissions. There is only one position being vacant after January of next year.

The position Jason Henderson has filled on the LIFT Board has a history going back to 1981. A summary of that history is as follows:
* Mr. Jack Ellingboe appointed January 6, 1981 for a 3-year term to January 6, 1984.
* Mr. Ellingboe was reappointed in 1984 to a 5-year term expiring January 6, 1989, but resigned April 30, 1988.
* Mr. Gary Thompson was appointed to fill the term and had been reappointed over time with the latest reappointment from March 2014 to a term ending in January, 2019. Mr. Thompson resigned December 2017.
* Mr. Jason Henderson was appointed to complete the term ending January, 2019.

The LIFT Board, per its bylaws, has the terms ending in January. For the last 10 years, council has appointed LIFT Board members in April with the rest of the Authorities, Boards and Commissions appointments. Next year, the Clerk's Office will advertise for the next open position in October with the city council appointing in November or December. This shift in the appointments will then better meet the LIFT bylaws.

Since Mr. Henderson's term expires in January and the council's typical interview and appointment process would not be complete until April, it is being proposed that Mr. Henderson be reappointed through this action. This would allow continuity of the board through the year. Mr. Henderson has requested to be reappointed for the five-year term (see attached letter).
