REQUESTED COUNCIL ACTION:

To provide policy direction on limited issues regarding short-term rentals for the initial introduction of an ordinance on first reading on December 4, 2018.

 

BACKGROUND:

On October 23, 2018, council held a third study session on short-term rentals.  While council provided guidance on a number of issues, two items were left unaddressed and are in need of clarification before the ordinance can be introduced.

 

STAFF ANALYSIS:

Recently, Jocelyn Mills, Lena McClelland and Steve Kemp watched the video of the study session on October 23, 2018, to determine council’s guidance on several issues.  A chart that identifies the issues addressed, prepared by Ms. McClelland, is attached.  The issues that were not fully addressed at the study session are identified in red.  For some of the issues, such as the initial fee, council provided sufficient information for staff to proceed and they do not need to be addressed at this time.  Other issues are identified in the presentation for this study session because sufficient information does not exist to identify council direction.

 

The purpose of this study session is extremely limited.  It is only to provide direction on the two unaddressed questions.  The council direction on those questions will lead to the final drafting of the ordinance for initial introduction. 

 

FISCAL IMPACTS:

N/A

 

STAFF RECOMMENDATION:

That council provides direction to staff on the two unaddressed items from the October 23, 2018 study session, which will then be incorporated into the proposed ordinance for introduction and first reading on December 4, 2018.

 

OPTIONS/ALTERNATIVES:

Option A:  Provide no direction to staff on these items at this time.

Option B:  Provide direction to staff on the two unaddressed items to enable the completion of the ordinance.
