REQUESTED COUNCIL ACTION:
Does city council support formal adoption of the 2017 Housing Study and subsequent recommendations?

BACKGROUND:
In the 2016 budget, city council directed staff to complete a housing study. The study looked at affordability, accessibility, residents' opinions on housing, and opportunities. Moving forward, the study is intended to help inform council policy decisions regarding housing issues.

A housing advisory panel assisted in the development of the scope of study as well as in providing some initial guiding input to the consultants in the development of the study. The advisory panel included: Council Members Peggy Cole and Bill Hopping, former RTD Board Member Kent Bagley, Realtors Stew Meagher and Kay Watson, and Jo Hamit and Kyle Henderson representing South Metro Housing Options/Littleton Housing Authority. Deputy City Manager Mike Braaten and Community Development Director Jocelyn Mills staffed the project.

The consultant team from BBC Research and Consulting presented the draft findings at a study session June 13, 2017. From that session, BBC incorporated council comments and prepared a final report. The project was then slated to proceed to development of draft implementation strategies with the assistance of the advisory panel.

The implementation strategy development was delayed due to staffing changes, but recommenced in the spring of 2018. In addition to original advisory panel members, new representatives were Pat Cronenber, and from South Metro Housing Options Corey Reitz and Ivan Anaya joined the group. Deputy City Manager Randy Young, Community Development Director Jocelyn Mills, and Assistant to the City Manager Samma Fox staffed the project.
