REQUESTED COUNCIL ACTION:
Does city council support adoption of the Rangeview Gulch floodplain study dated January 2017?

BACKGROUND:
The floodplain of Rangeview Gulch was originally delineated in 1990, as part of an Urban Drainage and Flood Control District (UDFCD) study titled, Flood Hazard Area Delineation Lower Dad Clark Gulch and DFA 006.8" The delineation extends from the South Platte River to Shadycroft Lane. Due to changes within the flood path since the original delineation, including changes to Santa Fe Drive (median, jersey barriers) and some railroad corridor improvements, the City of Littleton requested that UDFCD conduct a more detailed analysis. This was also partially driven by the pending development of the Breckenridge Brewery site and the need to better understand flood risk to that and adjoining properties. Only the portion of Rangeview Gulch from Turtle Lake to the South Platte River was part of the study. The study was funded by UDFCD. It started in mid-2014 and was finalized in January 2017, and was summarized in the document "FHAD update for Rangeview Gulch Between South Platte River and Turtle Lake, January 2017" by Ayres Associates. This floodplain was approved by the UDFCD Board in October of 2017, and then by the Colorado Water Conservation Board on September 19, 2018. Rangeview Gulch is not a Federal Emergency Management Agency (FEMA) floodplain due to the smaller drainage basin size (less than 1 square mile), but is regulated by the city as a "local floodplain" pursuant to Municipal Code 10-6-8(C)(1).

FHAD: Flood Hazard Area Delineation. This is the title used for floodplain studies conducted by UDFCD.
