REQUESTED COMMISSION ACTION:
The applicant requests approval of an amendment to the official zoning map in order to rezone a 5.05-acre area from a B-2 Community Business District to a B-3 General Business District.

BACKGROUND:
The subject property is a part of the shopping center currently known as Centennial Square. The shopping center is divided in half by a zoning district boundary between the B-2 and B-3 zoning districts. The applicant seeks to unify the zoning across the shopping center in order to eliminate this boundary and facilitate future improvements.

PRIOR ACTIONS OR DISCUSSIONS:
Following the review by city staff, the proposed amendment to the official zoning map was reviewed by the planning commission at a public hearing on August 27, 2018. During this meeting, the planning commission voted to table the hearing to a date certain in order for staff to provide additional analyses between B-2 and B-3 zoning. The planning commission shall determine if the request meets the provisions of the declaration of public policy for amending the official zoning map set forth in section 10-12-1 of the city code.

STAFF ANALYSIS:
Staff reviewed the rezoning application for consistency with the goals and policies of the comprehensive plan, and to ensure that proposal promotes the general welfare of the community, and is recommending conditional approval of this official zoning map amendment.
