REQUESTED COUNCIL ACTION:

Does city council support entering into an intergovernmental agreement (IGA) between the city and the Colorado Department of Transportation (CDOT) for reimbursement of costs associated with the installation of a pedestrian activated crossing/traffic light in both directions of Federal Boulevard at Berry Avenue?

 

BACKGROUND:

Historically the city has entered into contracts with CDOT for safety improvements.  The city applied for a SAFE Routes to School grant in 2014 with Littleton Public Schools and received approval to move forward.  CDOT is the funding agency for the grant; therefore, the IGA is with CDOT.

 

Inasmuch as the state does not have the necessary equipment and staff to perform this obligation, CDOT contracts with the City of Littleton for the performance of these duties.  The rate of reimbursement for the installation of the pedestrian activated crossing/traffic light in both directions of Federal Boulevard at Berry Avenue will be $120,000 $108,000.  All work will be in compliance with ADA requirements.

 

The City of Littleton Transportation Engineering staff has determined the intersection of Federal Boulevard and Berry Avenue is in need of improvements for pedestrian safety.

 

PRIOR ACTIONS OR DISCUSSIONS:

The city applied for a SAFE Routes to School grant in 2014 with Littleton Public Schools and received the grant. This ordinance passed on consent on September 4, 2018.

 

STAFF ANALYSIS:

City staff supports this ordinance to improve the safety of pedestrians at this major intersection in the city.

 

OPTIONS/ALTERNATIVES:

If the IGA is not approved for reimbursement, the city would have to pay $120,000 instead of $12,000 for the pedestrian activated crossing/traffic signal light.

 

 

FISCAL IMPACTS:

CDOT will reimburse the city for $120,000 $108,000 upon completion of the installation of the pedestrian activated crossing/traffic light.  The total project cost will be $120,000.  A local jurisdiction match of 10% or $12,000 is required.  The local match source is allocated in the General Fund transportation budget.

 

STAFF RECOMMENDATION:

Staff recommends that the ordinance and IGA be approved.
