REQUESTED COUNCIL ACTION:

Does city council support updating the Council’s “Protocols and Standards of Conduct”, plus adopting the Councils “Rules of Engagement”.

 

BACKGROUND:

City council at a study session on March 27, 2018 had Ms. Kathie Novak facilitate a discussion that identified a series of expectations on how the council would engage with each other. In that same meeting the council also reviewed the council protocols and identified a series of changes.

 

At the April 24th study session, council reviewed a draft “Rules of Engagement” for how council may interact with each other. At the conclusion of this discussion, council instructed the City Manager and council member Cole to make one final review for any other minor changes. That final document was distributed to council on May 2nd in track changes format. Attachment A is the final draft and accepts all prior changes.

 

At the same April 24th study session, council also discussed a series of changes to the “Protocols and Standards of Conduct”. At the end of the meeting, there was a question to section II.A - Meeting Protocols and how the City Clerk processes written comments prior to a council meeting. This section was updated to reflect the Clerk’s current process in track changes format and distributed to council on May 2nd. Attachment B is the final draft and accepts all prior changes.
