REQUESTED COUNCIL ACTION:

Does city council support continuing participation in the Urban County Community Development Block Grant (CDBG) program with Arapahoe County?

 

BACKGROUND:

The U.S. Department of Housing and Urban Development makes funds available for specific community development projects through its Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs.  The city has the option of participating in this program through an intergovernmental agreement (IGA) every three years.  This proposed IGA with Arapahoe County contains the terms and conditions for Littleton’s participation in the program for the grant years 2019, 2020, and 2021.

 

PRIOR ACTIONS OR DISCUSSIONS:

The city has participated in the CDBG program since 1992 and many neighborhoods have benefitted from this program.

 

STAFF ANALYSIS:

Projects proposed for CDBG funding must meet one of the following national objectives:

 

                     Benefit to low and moderate income persons

                     Elimination or prevention of slums and blight

                     Meet community needs of a particular agency

 

Since 1992, the city has received or passed through $4,380,055 in CDBG funding.  A complete summary of the projects is attached.

 

OPTIONS/ALTERNATIVES:

If the city did not participate in the CDBG program, fewer residents would benefit from the numerous projects supported since 1992.

 

FISCAL IMPACTS:

The city is responsible for the administration, accounting, and use of all allocated program funds, except for the transferred funding.  The county is ultimately responsible for compliance with HUD guidelines by all grant recipients.  Annual revenue and expenditure accounts are included in the Grants Fund in the city budget, allowing the pass-through of CDBG funds.  The City of Littleton receives $135,000 set-aside each year from this program.

 

STAFF RECOMMENDATION:

Staff recommends that council approve the resolution.
