Sign Code - Commercial Mascots and Rotating Signs

BACKGROUND:
On May 1, 2018 City Council adopted amendments to the Sign Code. At that time, City Council requested that the issue of commercial mascot and rotating signs be brought to a council study session for the council to provide direction to staff.
STAFF RECOMMENDATION:
Working with the Community Development Department a brief presentation will be made outlining the various options for council to consider. Staff is requesting Council direction that would result in preparation of an ordinance for introduction on first reading based on the direction.
OPTIONS/ALTERNATIVES:
Staff has looked at a number of sign codes and has developed different options for council consideration.
1. Prohibit Rotating Electronic signs only.
2. Prohibit Rotating Electronic signs, prohibit commercial mascots and sign twirlers on the public right of way, but permit on private property without a permit.
3. Prohibit Rotating Electronic signs, prohibit robotic signs that simulate a live person or animal, prohibit commercial mascots and sign twirlers on the public right of way.
4. Prohibit all commercial mascots, sign twirlers and Rotating Electronic signs.
5. No Code option, leave the code as approved.
There could be any combination of 1, 2 and 3 as well.
