REQUESTED COUNCIL ACTION:

Does city council want to pursue a Cycling Without Age program in Littleton?

 

BACKGROUND:

Cycling Without Age is an international program first started in Copenhagen and now in over 38 countries. The program aims to bridge generations and promote opportunities for senior citizens to get outside and cycling again. More information will be provided in the presentation and is available at www.cyclingwithoutage.org <http://www.cyclingwithoutage.org>.

 

There will be guests present for the presentation. They include Phil Cernanec, potential volunteer coordinator, and Gary and Judy Hardy, plus Barb Lotze as potential pilots.

 

STAFF ANALYSIS:

Locally, the City of Lakewood has participated in the program by purchasing a trishaw. A second trishaw was purchased by a local senior committee and the two bikes are used in a program run and managed by the Lakewood Bicycle Advisory Team (LBAT).

 

FISCAL IMPACTS:

Purchase of trishaw is estimated at $9,100 - $10,700. The estimated purchase cost includes shipping and an extra battery and varies based on model. The cost of this purchase would have to be from the Capital Projects Fund. The end-of-year fund balance for 2018 is budgeted at approximately $8.9 million.

 

The city’s Omnibus is being proposed as a means to transport seniors to the South Platte River (e.g. Carson Nature Center). This is difficult to estimate, but staff anticipates this can likely be managed through the on-call reservation system with the Omnibuses.

 

STAFF RECOMMENDATION:

N/A - This is an informational presentation and staff requests council to make a determination on whether or not this is a program they are interested in.

Ask staff to pursue this program.

 

Ask staff to bring additional information on the program back to council.

 

Determine not to pursue this program at this time.
