POLICY QUESTION:

Informational Study Session on Robert’s Rules of Order

BACKGROUND:

The City Council of the City of Littleton has adopted a summary set of rules of order, commonly known as “Bob’s Rules” (named after the author, Robert Widner, a longtime Colorado Municipal Attorney and the City Attorney for the City of Centennial).  These rules refer to Robert’s Rules of Order as rules where more detail is necessary.

Robert’s Rules of Order were developed by General Henry Robert in 1876 as a set of rules for parliamentary bodies.  Since that time they have been substantially revised with the newest edition, the 11th, published in 2011.  Much of Robert’s rules are applicable primarily to large conventions and governing bodies.  However, there are provisions that impact smaller governing bodies such as a city council.  Those provisions are the focus of this study session.
