Subject:

Title

Discussion of a motion to modify the “council protocols and standards of conduct” and adopt “council rules of teamwork”

Body

Presented By:

Debbie Brinkman, Mayor and Mark Relph, City Manager

POLICY QUESTION:

Does city council support updating the council protocols and standards of conduct, plus approve rules of teamwork?

BACKGROUND:

City council at a recent study session on March 27, 2018 had Ms. Kathie Novak facilitate a discussion that identified a series of expectations on how the council would engage with each other. In that same meeting the council also reviewed the council protocols and identified a series of changes.

This meeting is intended to accomplish two objectives; review, confirm and make any further changes to the council protocols and secondly review a new standard for council expectations - rules of teamwork. At the completion of this study session, council could direct staff to place this item on regular council agenda for formal consideration and adoption. A simple motion at the regular meeting is all that is necessary for adoption.

Attached to this communication is a meeting summary from Kathie Novak (attachment 1), a strikeout version of the protocols with the proposed changes (attachment 2) and draft council rules of teamwork (attachment 3).
