Joint Study Session with Planning Commission and the Historical Preservation Board regarding Downtown Design Standards and Guidelines update project

SUMMARY: Staff along with the consultant, Paul Byrant of Bryant Flink Architects, will present an overview of the project underway to update the Downtown Design Standards and Guidelines. The intent is to seek input and feedback from both the planning commission and historical preservation board members.
The current draft of the revisions is attached and will be presented at the joint study session.
BACKGROUND: The Littleton Downtown Design Standards and Guidelines were adopted by the Historical Preservation Board and Planning Commission in 2006. In the twelve years since they were adopted, the pace and type of development in Downtown Littleton have changed dramatically. As a first step in responding to these changes, City Council directed staff to undertake a public process to review and update the design standards and guidelines to 1. Turn the guidelines into standards and, 2. To revised the document to be more user-friendly.
To accomplish this update project, an architectural consultant was hired and a technical team was chosen, with representatives from the historical preservation board, planning commission, downtown merchants, and downtown property owners.
The charge to the consultant and the technical team was to make the document more user-friendly and the design standards and guidelines more enforceable. The number and extent of changes that would require a policy discussion have been minimized. The focus has been on technical and editorial changes. The document has been shortened, edited to eliminate duplication, edited to reduce technical jargon, and updated with current Littleton photos and new graphics Further, guidelines have been reviewed for the appropriateness of converting them to standards. ...
