PROPOSED PROJECT:
The project proposes to fill the floodplain at the site located at 3200 and 3410 West Bowles Avenue and 5901 South Watson Lane, in addition to completing construction of the Drainageway D channel.


STAFF ANALYSIS:
Staff has determined that the project application meets the requirements of Chapter 10-6 of the Littleton Municipal Code (floodplain code). The floodplain will be revised with a future Letter of Map Revision, removing much of the property from the floodplain. The proposed channel will convey Drainageway D flows to the culvert under Watson Lane. The proposed fill will elevate the ground to reduce flood risk to future buildings and the engineer applicant has certified the site will be reasonably safe from flooding.

OPTIONS/ALTERNATIVES:
The planning commission may take the following actions on the application: approve; approve with conditions; continue to a date certain; and deny. A sample motion is provided for each option.


STAFF RECOMMENDATION:
Staff finds that, in compliance with Section 10-6 of the Littleton City Code, the proposed Floodplain Use by Special Exception for Watson Lane meets the criteria for approval, with five conditions included in the proposed motion. Staff, therefore, recommends approval of PC Resolution 02-2018, with the stated conditions.
