POLICY QUESTION:
Should city council approve an amendment increasing the grant funding amount for the Littleton Sidewalk Improvement Subgrantee Agreement for the 2016 Arapahoe County Community Development Block Grant Program?

BACKGROUND:
The Community Development Block Grant (CDBG) is a federal program that provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs at U.S. Department of Housing and Urban Development (HUD). The CDBG program provides annual grants on a formula basis to over 1,200 general units of local government and States.

Proposed CDBG projects must be consistent with broad national priorities, specifically activities that benefit low and moderate-income people. For the city of Littleton, our CDBG opportunities are administered through Arapahoe County.

The city entered into a CDBG agreement with the County on March 8, 2017 to complete the project known as Littleton Sidewalk Improvements. This project is a continuation of an on-going program to replace narrow and deteriorated sidewalks in low-moderate income areas of the city. Historically, the city has used these funds in the northeast neighborhoods. It involved the installation of new sidewalk and curb ramps on the south side of West Prentice Avenue between South Hickory and South Delaware Streets. The existing sidewalk was more than 50 years old with "Hollywood" style rollover curbs. This old 31" wide (non-ADA compliant) sidewalk was widened to 60".
