POLICY QUESTION:

Does city council support a resolution to transfer $250,000 related to a police investigation?

 

BACKGROUND:

In December 2016, council approved Ordinance No. 38, Series of 2016 increasing the 2016 annual appropriation by $500,000 related to a missing person police  investigation.  The budget increase of $500,000 was added to the overtime budget in 2016. 

 

At the end of 2016, it was estimated that $250,000 of the $500,000 was going to be needed in the 2017 budget year; thus, $250,000 was carried into 2017 in the overtime budget.

 

The city did not use overtime as expected for the investigation and instead, services were contracted and paid from the professional and consulting line budget.  A transfer of $250,000 from the overtime budget to the professional and consulting budget is needed to align the actual expenditures.

 

 

STAFF ANALYSIS:

This budget transfer requires council approval per Resolution No. 4, Series of 2007, because it is more than $100,000.

 

 

OPTIONS/ALTERNATIVES:

Approve the resolution as recommended or not approve the resolution with the understanding that the professional and consulting line item will be over budget due to investigation expenditures.

 

 

FISCAL IMPACTS:

This is a budget transfer only; therefore; there is no fiscal impact to the general fund.

 

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution.
