POLICY QUESTION:
Does city council support modification of the Intergovernmental Agreement (IGA) with Littleton Public Schools (LPS) regarding School Resource Officers (SRO)?

BACKGROUND:
LPS and the city of Littleton have a long-standing agreement regarding SROs. Littleton Police Department (LPD) provides officers to work in the schools and LPS reimburses the city for half of the cost. These officers work school hours and handle all calls for service in and around the school. This partnership plays an important role in increasing safety at schools and surrounding neighborhoods. From 2014 to August 31, 2017, a Department of Justice (DOJ) Community Oriented Policing Services (COPS) grant was awarded to the City of Littleton for $125,000 to help pay for these officers.

STAFF ANALYSIS:
There are only two revisions to this IGA. (1) The DOJ grant has expired and the LPS and LPD would like to continue with this agreement without the previous required oversight from the DOJ. (2) The removal of the annual renewal date. The IGA would remain in effect indefinitely, unless one or both parties provide a thirty (30) day written notice to terminate the agreement.

The single year IGA was a condition of the DOJ grant and required the IGA to be renewed each year. This amendment to the IGA allows for a multi-year IGA.

FISCAL IMPACTS:
No impact; the 2017 Budget and the proposed 2018 Budget have anticipated the expiration of the COPS grant.

STAFF RECOMMENDATION:
Staff recommends that council approve the resolution modifying the IGA with Littleton Public Schools related to School Resource Officers.
