POLICY QUESTION:

Does city council wish to amend Intergovernmental Agreement 14-05.06 to commit additional funds to continue construction of improvements on Jackass Gulch?

 

BACKGROUND:

A study session was held on October 10 to discuss the Jackass Gulch stabilization project and the need for additional funds in 2017 to meet the construction schedule and budget. The total funding necessary for this project in 2017 from the City of Littleton is $200,000.

 

An amendment to the IGA with Urban Drainage and Flood Control District was approved on October 17, 2017 (Resolution 43-2017) using existing budget appropriation of $100,000 in the Littleton Stormwater and Flood Management Utility Fund.

 

This second amendment to the IGA with Urban Drainage and Flood Control District is required to allow for the additional $100,000 appropriation that is being considered on tonight’s agenda as an ordinance on second reading.

 

Jackass Gulch is a natural stream running along the north side of West Mineral Avenue, from the High Line Canal to the railroad corridor.  West of the railroad corridor the drainageway is contained in a storm sewer pipe, which outlets in the South Platte Park and drains to the South Platte River, south of the West Mineral Avenue bridge. 

Last year, construction began on stream enhancement of the South Platte River in South Platte Park, downstream of West Mineral Avenue.  The work created a natural appearance low flow channel, gravel bars, riffles, pools, glides, bank stabilization and planting areas. There is concern these river improvements may be jeopardized by relatively high volumes of sediment entering the river from erosion along Jackass Gulch. 

In 2014, the Urban Drainage and Flood Control District (UDFCD) and City of Littleton entered into Intergovernmental Agreement (IGA) 14-05.06 to begin the design and construction of stabilization to a portion of Jackass Gulch, located behind the residential properties along West Jamison Way, upstream of Jackass Hill Road. This reach was determined to be most urgent, with residential properties at risk of collapse from migrating eroding channel banks. 


UDFCD will manage the project, with Littleton assistance.

 

STAFF ANALYSIS:

The residents along this reach of Jackass Gulch have expressed concerns over the proximity of the erosion in Jackass Gulch to their homes, and the rate of migration towards their homes.  Design of the project began in 2014 and revealed the need for stabilization that exceeded the design and construction costs allocated in 2014. Some funds were allocated in 2017, and this additional amount is necessary to obtain all of UDFCD’s available 2017 matching funds.

Littleton’s contribution will come from the Storm Drainage Fund, storm drainage projects account. UDFCD and Littleton contribution amounts and percentages from each party are proposed as follows:

Although the funding request is still short $82,889, it is anticipated that negotiations with contractors and consulting engineers will result in cost savings and the final cost will be $1.2 million.

 

The revised estimated ending cash balance of the Stormwater and Flood Management Utility Enterprise for 2018 is $167,256.

 

STAFF RECOMMENDATION:

Staff recommends the city council approve the second amendment to the intergovernmental agreement with the Urban Drainage and Flood Control District for stream improvements on Jackass Gulch.
