POLICY QUESTION:
Does city council wish to amend Intergovernmental Agreement 14-05.06 to commit additional funds to continue design and construction of improvements on Jackass Gulch?
BACKGROUND:
Jackass Gulch is a natural stream running westward along the north side of West Mineral Avenue, from the High Line Canal to the railroad corridor. West of the railroad corridor the drainage way is contained in a storm sewer pipe, which drains to the South Platte River.
Construction was recently completed on stream enhancement of the South Platte River in South Platte Park, of which Jackass Gulch is tributary. There is concern these river improvements may be jeopardized by relatively high volumes of sediment entering the river from erosion along Jackass Gulch.
In 2014, the Urban Drainage and Flood Control District (UDFCD) and City of Littleton entered into Intergovernmental Agreement (IGA) 14-05.06 to begin the design, right-of-way acquisition, and construction of stabilization to a portion of Jackass Gulch, located adjacent to Long Avenue, behind the residential properties along West Jamison Way. This reach of the gulch was determined to be most urgent for needed stream stabilization improvements, with residential properties at risk from migrating eroding channel banks.
It is proposed to amend the Intergovernmental Agreement (IGA) with UDFCD for the next phase of design and construction to stabilize Jackass Gulch.
UDFCD will manage the project, with Littleton assistance.
STAFF ANALYSIS:
The residents along this reach of Jackass Gulch have expressed serious concerns over the proximity and rate of migration of the erosion in Jackass Gulch next to their homes. Design of the project began in 2014, and through that design and three more years of erosion, city staff and UDFCD staff have determined the need for and scope of the stabilization project will exceed the design and construction costs allocated in 2014.
OPTIONS/ALTERNATIVES:
Option one - amend the IGA as recommended and proceed with the increase in project scope and schedule.
Option two - Do not amend the IGA and evaluate options to scale the project back to fit the original scope and schedule. This option is likely to raise concerns by the adjacent property owners as to the effectiveness of the project. The District is may not support this option. This option, if successful in overcoming property owners and District concerns may preserve more resources in the Storm Drainage Fund over time.
FISCAL IMPACTS:
Littleton’s contribution will come from the Storm Drainage and Floodplain Enterprise Fund account. UDFCD and Littleton contribution amounts and percentages from each party are proposed as follows:

Staff recommends the city council approve the amendment to the intergovernmental agreement with the Urban Drainage and Flood Control District for stream improvements on Jackass Gulch.
