POLICY QUESTION:
Does city council support the appointment of five new members to the Board of Directors for the Aspen Grove Business Improvement District (BID)?
BACKGROUND:
The BID was established by the city in 2000 and is governed by a five-member board of directors appointed by city council. On October 16, 2016, Aspen Grove GRF2, LLC, a Delaware Limited Company (“GRF2”) purchased from DDR Aspen Grove Lifestyle Center Properties LLC, a Delaware Limited Liability Company (“DDR”), the Lifestyle Center. Due to the sale, all five seats on the board of the BID became vacant because the sitting board members ceased to be electors of the BID.
The BID requests appointment of the following five individuals to the BID’s board of directors: Natalie Vessey, manager of Aspen Grove Lifestyle Center; Toni Serra, designated by GRF2 to vote in BID elections; Rachelle Garcia, lessee of taxable property located within the BID’s boundaries; Shari Johnson, administrative assistant to the general manager for the Lifestyle Center; and Tina Gioretta; lessee of taxable property located within the BID’s boundaries.
Each is a citizen of the United States, a resident of the State of Colorado, is 18 years of age or older, and is an elector of the BID as that term is defined in Section 31-25-1209 (1)(b) C.R.S.
STAFF RECOMMENDATION:
Staff recommends approval of the appointments.

I move to appoint Natalie Vessey, Toni Serra, Rachelle Garcia, Shari Johnson and Tina Gioretta to the Board of Directors for the Aspen Grove Business Improvement District.
