POLICY QUESTION:
Does city council support approval of the resolution for a Memorandum of Understanding (MOU) between the State of Colorado Governor's Office of Information Technology (OIT) Communications Services and the City of Littleton?

BACKGROUND:
Littleton Fire Rescue (LFR) shares communication resources with the Governor's OIT Communications Services to reduce costs and enhance communications across jurisdictions utilizing the public safety statewide Digital Trunked Radio (DTR) system software in the Communications Center. The Governor's OIT Communications Services has offered to fund upgrades and enhancements for all DTR system users to improve public safety communications across the state. This MOU addresses the upgrade of the system software from SR 7.14 to SR 7.25. The software upgrade allows the Communications Center to remain compatible with the DTR system. Without this upgrade, the Communications Center cannot maintain communications with other jurisdictions due to disconnection from the Master Zone.

STAFF ANALYSIS:
Littleton Fire Rescue believes public safety communications is vital to achieve the mission of the organization. LFR, the city and the community benefit from the ongoing relationship with the State of Colorado OIT Communications Services. .

FISCAL IMPACTS:
Acceptance of the DTR software upgrades obligates the receiving agency to remain an active, connected and integral member of the DTR system. The MOU expires June 30, 2025.

STAFF RECOMMENDATION:
Staff recommends that the resolution approving the Memorandum of Understanding with the State of Colorado Governor's OIT Communications Services be approved.
