POLICY QUESTION:

Does city council support an Intergovernmental Agreement (IGA)between Arapahoe County and the Littleton Police Department regarding the acquisition and use of a consolidated Computer Aided Dispatch (CAD) system.

 

BACKGROUND:

The Littleton Police Department (LPD) has utilized its own Logisys CAD system since 1999.  The Logisys CAD is a stand-alone system accessible only by LPD personnel.  This system has reached the end of its life and LPD staff has been planning to replace it.

 

Arapahoe County purchased a new CAD system in 2016 designed to allow multiple public safety answering points (PSAP), existing within Arapahoe County, to use a single shared CAD system.

 

STAFF ANALYSIS:

Communication is vital to emergency operations. The ability to share critical information in real time with neighboring jurisdictions enhances the safety and effectiveness of officers responding to any multi-jurisdictional incident. A consolidated CAD system would also realize long-term cost efficiencies by eliminating potential duplicate software, hardware and licensing needs. Costs associated with a consolidated CAD would be offset by use of the Arapahoe County E911 funds and the Agency Operating Funds (AOF) provided to each agency by the Arapahoe County E911 Authority. A shared CAD system offers multiple benefits to first responders and citizens by providing improved public safety services through critical information sharing in a fiscally responsible manner.  

 

FISCAL IMPACTS:

Arapahoe County has already purchased the server hardware, software and licensing for the hub of the consolidated CAD.  Each law enforcement agency utilizing, accessing or interfacing with the consolidated CAD is responsible for purchasing, owning and insuring any hardware or software necessary for connection to the consolidated CAD. The LPD will pay the connection costs with AOF. Staff estimates cost savings to the city of approximately $300,000.  Replacement of the CAD was budgeted in the 5 year Capital Improvement Plan.  

 

STAFF RECOMMENDATION:

Staff recommends that council approve the resolution approving the IGA between Arapahoe County and the Littleton Police Department.
