POLICY QUESTION:

Does city council support adoption of the master plan for Progress Park?

 

BACKGROUND:

Progress Park is a 23.36 acre park owned by the city and managed by South Suburban Parks and Recreation (SSPR).  It was originally developed in 1968.  It is located in the northeast quadrant of the city, east of Cornerstone Park, with Belleview Avenue on its northern boundary.

 

In 2015, recognizing a need for significant improvements to the park, the city and SSPR applied for and were awarded a planning grant from Arapahoe County Open Space to address improvements at the park.

 

SSPR, in coordination with the city, hired Architerra Group to develop a new master plan for the park. 

 

Additional details can be found in the attached SSPR staff memo to the council and SSPR board. It has been revised since the 5/23/17 study session.  At that study session, council consensus was to move this project forward for final consideration.

 

SSPR staff will attend the council meeting to answer any additional questions.

 

STAFF ANALYSIS:

The only change to the preliminary master plan from the city/SSPR board joint study session is that an additional access from Belleview Avenue to the northern ballfield has been added to the master plan to address concerns raised during the 5/23/17 study session.  Due to the wooded and steep slope on the west side of the park between Hickory Street and the creek, this location was the best and most feasible option for an additional access point.

 

This project is supported in the city’s Parks, Recreation and Trails master plan, and in SSPR’s master plan and Gold Medal Citizen’s Report.

 

Additionally, this project directly addresses Council’s 2016-2017 Goals and Objectives #4: Preserve and Cultivate a Quality Community: Improve park and recreational opportunities in the northeast neighborhood.

 

OPTIONS/ALTERNATIVES:

1)                     Do nothing.  The park stays as is.

2)                     Adopt the master plan.  The city and SSPR plan to phase improvements as budgets allow.

 

FISCAL IMPACTS:

There are no fiscal impacts to adopt the master plan.  Council approved $200,000 in the 2017 budget, to be matched with $200,000 from SSPR to apply for a grant from Arapahoe County Open Spaces to complete the first phase of the park improvements identified in the master plan.  This will include the shelter, restroom and, depending on bid prices, possibly the playground.  If funded in the fall 2017 grant cycle, construction would occur in 2018.

 

STAFF RECOMMENDATION:

Approve the master plan.
