POLICY QUESTION:

Does city council support approving a resolution to enter into an Intergovernmental Agreement (IGA) with Arapahoe County to accept a $300,000 open space grant for improvements at Bowles Grove Park?

 

BACKGROUND:

Bowles Grove Park had low-scoring amenities in the city’s Parks, Recreation, and Trails Master Plan.  Because of the age of the park and limited previous improvements, it is a high priority for South Suburban Parks and Recreation (SSPR). Additionally, citizens have requested that drainage and odor from the fishing pond be addressed and these are included in the proposed project.

 

Attachments include the Resolution and the IGA, county grant application, and the grant award letter from Arapahoe County.

 

STAFF ANALYSIS:

This project was presented during the 2017 budget discussions and was approved by city council.

 

The project consists of a full renovation of the existing ball field including the backstop, fencing, dugouts, bleachers, infield mix, foul poles, lighting, portalet, press box/storage and ADA improvements.  The project will also address drainage and turf issues at the two multipurpose fields,  hardscape improvements throughout, as well as water quality improvements at the fishing pond which is the irrigation  source for the park.

 

OPTIONS/ALTERNATIVES:

1)                     Accept the grant as planned during the 2017 budget process and leverage city and SSPR funds with county funds to complete the planned improvements in one project.

2)                     Decline the grant - The project is phased and the city and SSPR address whatever improvements can be addressed for $250,000 total budgeted by both organizations ($125,000 each from the city and SSPR).  Additionally phases would be requested during the budget process in future years.

3)                     Do nothing - The park remains as-is.

 

FISCAL IMPACTS:

This project is budgeted in 2017 under the city’s open space fund at $125,000.  SSPR has also budgeted $125,000.  The County Open Space grant is for $300,000.  The grant application identifies the city’s and SSPR’s match at $91, 835 each.  The remaining $33,165 from each entity (total of $66,330) will be used as a contingency, if needed.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution.
